The Administrative Entity, and Imperial Valley Continuum of Care (IVCCC), have received formal notification from Housing and Urban Development (HUD) indicating that the FY 2026 CoC Program Competition Notice of Funding Opportunity (NOFO) has been vacated due to the U.S. District Court for the District of Rhode Island decision.
Per HUD, due to the court’s order, the 2026 CoC NOFO and its August 26, 2026, application submission deadlines are no longer in force as HUD is unable to accept applications at this time. HUD has announced that they will communicate further guidance and additional updates via the SNAPS Competition Listserv and HUD.gov as they become available.
As a result, ICDSS will not be issuing recommended, reduced or rejected applications/allocation notices to applicants, nor posting the Imperial Valley Continuum of Care Council FY 2026 CoC Competition Scoring and Ranking Allocations announcement at this time.

The Imperial County Department of Social Services (ICDSS), acting on behalf of the Imperial Valley Continuum of Care (IVCCC), has received new information indicating that the FY 2026 CoC Program Competition Notice of Funding Opportunity (NOFO) has been set aside in its entirety.
On August 7, in National Alliance to End Homelessness v. United States Department of Housing and Urban Development (1:26-cv-00436) Document No. 34, the Court stated:
"The Court therefore sets aside HUD's issuance of the 2026 NOFO in its entirety as violative of the APA. The Court, however, denies Plaintiffs' request for a permanent injunction. Because, as described above, the Court concludes that the 2026 NOFO may not proceed based on its procedural infirmity, it obviates the need for the Court to rule on the other aspects of the parties' motions at this time."
As a result of the Court's decision, ICDSS will not be issuing Award/Allocation Notices to applicants, nor posting the Imperial Valley Continuum of Care Council FY 2026 CoC Competition Scoring and Ranking Allocations announcement at this time.
We will continue to monitor this matter closely and will provide additional updates as soon as further guidance becomes available.
The U.S. Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) for the FY 2026 Continuum of Care (CoC) Program Competition on June 1, 2026. The Imperial County Department of Social Services (ICDSS), acting on behalf of the Imperial Valley Continuum of Care (IVCCC), is requesting proposals from nonprofit, tribal, and local government organizations aiding homeless populations within the County of Imperial. The IVCCC is interested in receiving project applications that meet the requirements of the Domestic Violence (DV) Bonus, Continuum of Care (CoC) Bonus, and Expansion Projects.
HUD continues to upload and provide updates to this NOFO. Please ensure all of the e-snaps users in your organization have attempted to log in to the system. New security measures mean that many user accounts have been locked out due to inactivity.
Please continue to monitor this page for upcoming announcements and future updates (marked in red text).
Applicants must complete an application and upload the required attachments in e-snaps through the e-snaps portal. At this time, HUD has not opened the FY 2026 project applications in e-snaps or provided detailed application instructions.
As such, the Administrative Entity on behalf of the IVCCC is providing an application template outside of e-snaps to assist in project planning and preparation to submit the application within e-snaps, once the e-snaps application is opened. The finalized application will be required to be completed in e-snaps. It is important that persons completing the e-snaps application do NOT click the “SUBMIT” button. Late applications will not be considered.

The e-snaps application is now available for applicants to access. The application template and attachments remain a requirement as previously established. Please continue to follow the outlined instructions below.
